Halifax Public Libraries’ Poster and Flyer Distribution Policy provides a basis for the display of library materials by Library staff, informs the public about the principles and criteria upon which these decisions are made, and promotes the purposes of the Library’s vision and mission.
Posting or distribution of any such materials in the Library does not indicate the Library’s endorsement of the ideas, issues, or events promoted by those materials.
The following statement is to be posted on all bulletin boards:
Bulletin Board space is provided as a service to the community. Halifax Public Libraries neither approves nor disapproves the content, subject matter or points of view expressed in the community information posted, nor is it responsible for the reliability of the information or services posted.
Bulletin Boards & Distribution Areas
Bulletin boards and pamphlet displays are part of Halifax Public Library’s provision of service by providing a focal point for events and information relevant to the community. In many of its Library spaces, Halifax Public Libraries maintains one or more bulletin boards for the posting of materials, as well as designated areas (such as literature racks and spaces on countertops and tables) for the passive distribution of printed information. In branches where space is limited, the first objective for use of these resources is to advertise Library programs and services. When space permits, the second priority is to provide the public with information concerning the community – especially those which pertain to educational, cultural, recreational, and charitable events.
In areas reserved for the Library’s exclusive use, HPL posts and distributes materials:
- Related to HPL services, programs and events
- Provided by other governmental entities such as municipal and provincial initiatives
A limited number of bulletin boards and distribution areas are available within Library branches for the posting and passive distribution of materials provided by non-profit organizations, educational institutions and governmental agencies. In each branch, the Manager (or designate) may identify specific areas as available for these purposes and should authorize postings and distribution before materials are displayed if possible, referring to the related procedure.
Single-Branch Posting and Distribution
Posters may be placed on the bulletin board space provided by patrons. The Library does not return materials after use, and is not responsible for lost or damaged materials and will not guarantee how long it will be displayed or in which position. Groups may also leave multiple copies of information leaflets for distribution to the public in the space provided. The Library may limit the number of copies from any organization. The Library may remove flyers as necessary due to timeliness, space, etc.
Multi-Branch Posting and Distribution
Community groups and individuals requesting space are required to submit their material to the Library for posting and distribution. The amount of available space varies among branches, and not all branches will be able to post all notices submitted. The Library does not return materials after use, and is not responsible for lost or damaged materials and will not guarantee how long it will be displayed or in which position.
